According to the Guardian ministers are drafting plans for a compulsory carbon-trading quotas. The proposal would affect many businesses, including supermarkets, hotels and hospitals.
Such quotas will not help to tackle climate change. Giving out "permits to pollute" will support "business as usual" for the dirtiest industries. They will receive the highest number of quotas, they can always buy more from less polluting businesses and in a way the scheme would even promote carbon extensive industires. The "right to pollute" approach might bring about some efficiencies but will not ensure a radical change that is necessary. Green taxes with no quotas are needed if the Government wants to see an improvement for the better.
